Export plugin

hi,

my name is megapolpod and i want to create my own track. i have some programs to create my track on pc. adobe photoshop and 3dsmax. i have read the créer un circuit. and i have seen an screenshot of the exporter. i dont found it in the 3dsmax libary. can anyone help me? where i get this plugin?
